Two anchor documents define the bilateral envelope REALM Krishi operates inside: the Victorian Government's Our Shared Future: 2025–30 (state-level mandate) and Austrade & ThinkAg's Australia–India AgTech Business Opportunities Report 2026 (federal-level thesis, published April 2026). VGTI Bengaluru (est. 2005) and VGTI Mumbai (est. 2012) are the platform's launch corridor. Maharashtra and Karnataka are the first two operating states — both states are anchored by an existing VGTI office.

Maharashtra (India's largest GSDP state) and Karnataka (India's tech capital) — both growing economic regions explicitly named in the strategy — are REALM Krishi's first two operating states.

The federal thesis, in the report's own words.

The Australia–India AgTech Business Opportunities Report 2026 — published 29 April 2026, prepared by ThinkAg for Austrade — sets the federally-legible framing the Krishi platform is designed for: co-creation, facilitation, and the five strategic alliance areas.

REALM Krishi is purpose-built for this superhighway: a productised, services-trade AgTech platform anchored in Victoria and deployed in Maharashtra and Karnataka under the AI-ECTA framework, positioned for the next CECA expansion.

Krishi's design contract names exactly these three primitives: contextual market entry via VGTI Bengaluru and Mumbai, co-creation with Indian FPOs and Krishi Vigyan Kendras under a shared IP framework, and institutional alignment with both state and federal anchor documents.

Facilitation is an explicit pillar of the Krishi rollout, not a backdrop — see the Facilitation, by design callout. A 12–18 month gestation window, patient blended capital, and a named facilitator stack (VGTI + ThinkAg + Austrade SA + Indian incubator + Australian university) are encoded into the deployment cadence.

The facilitator stack the report calls for — the one Krishi is designed to plug into. Section III (pp.68–72) names a Zero-to-One Cross-Border Journey: Knowing → Planning → Doing. The strategy commits the Victorian Government to formal review at Year 1, Year 3 and Year 5 (p.43). REALM Krishi's rollout plan is sequenced to deliver evidence at each checkpoint.

Y1

2026 — Pilot evidence

1–2 FPOs, 500–2,000 farmers, MRV baselines established, first MoU. Outputs feed the Year-1 strategy review — proof of execution.

Y3

2028 — District scale

5 districts, 50,000 farmers, first carbon issuance, second-state expansion. Demonstrates that the strategy's named strengths translate into recurring services revenue.

Y5

2030 — National platform

500,000+ farmers across multiple Indian states. Becomes a case study in Victoria's 2030–35 strategy refresh — a Victorian-built export institution.

REALM Krishi seeks five concrete forms of support — each mapped to an action line the strategy already commits to.
